Calitabby Governance

Calitabby strives to be as democratized as possible given the constraints of an internet community and services. This document outlines the policies and procedures for governing the Calitabby Network.

Governing Board

There are currently two positions within the Governing Board: Server Operator and Janitor.

Server Operator

The Server Operator possesses the equipment and service provider accounts and is responsible for the deployment and maintenance of the services and underlying infrastructure. They also hold the funds in the Calitabby Treasury. The current Server Operator is crispycat.

Janitor

Janitors are responsible for among other things:

Upon determination of need for additional Janitors, an Election will be held where a number of winners will become Janitors as determined by the Governing Board. An application will be presented to the Community to collect Candidates for the Election. Candidates may be withheld from the Ballot by majority vote of the Governing Board. Candidates must hold a Calitabby Account or create one upon election.

Elections

When an Election is held all users with a Calitabby Account will be permitted to submit one Ballot. The Ballot may include the Janitor position as well as any other matter put to Community vote, such as changes to the Code of Conduct. Janitors and any future positions will be elected using a Single transferrable vote system, and other matters by a simple majority. Ties will be decided by a vote of the Governing Board. In the event of a tie in a Governing Board vote the Server Operator's vote will be excluded.

There is currently no system in place to allow anonymity while voting, however Ballots are made visible only to the Governing Board for verification and are not published. Counted Election results will be published on this site and announced in #announcements:calitabby.net.

Petitions

The Community can petition the Governing Board for any matter to be put to Community vote, such as removal of a Janitor or an addition to the Code of Conduct. The Petition must include a basis for the Matter and be presented to the Governing Board with at least 3 signatures initially. The Governing Board will then vote whether to put the Matter to Community Vote, except in the case of Removal of a Janitor. Voting shall commence no later than 15 days after presentation of the Petition.

Monthly Survey

The general direction of the services is determined by the results of the Monthly Survey. The content of the monthly survey is decided by the Governing Board. Please see the survey page for more details.
